We won't know what is on sale until it goes on sale.
Valve doesn't answer people on the forums and they won't tell people when a sale is or what will be on sale. If you want to ask the developer to put the game on sale, please post in that game's game hub.
1. The Summer sale was June 19-30th
2. This is a user forum unmonitored by Valve or other developers. Your best bet is to go to the actual game in questions forum or the developers website and ask there. Typically the game will not go on sale as long as it is meeting sales goals and other expectations. They did just announce they were basically going to rebuild the game from the ground up so maybe they will put it on sale in order to get an additional influx of cash, but it has never seen a substantial sale to my knowledge. Feel free to monitor deal sites like isthereanydeal.com to get price histories/alerts.

Greenmangaming had a summer sale alreadry, so they are probably out of summer sales for a while too.
Humble only had a spring sale, so they might still run a summer sale... but I don't think they will. Just my own guess, though.
