That handles the double charge/failed charge.
As for the reason it failed, make sure your billing information is 100% correct. Attemping over and over and failing may cause problems with your bank and credit card.
Click on the Store Transactions tab.
If it's listed as failed or pending there, you won't be able to download it.
If a transaction is Failed, the money will be returned to the card in a few days (per that article posted earlier).
If a transaction is Pending, it may eventually go through, but will most likely fail. I think there is usually a Cancel option on a pending transaction. That money may also be "held" on your card and will eventually be returned to your card as well.
If it's not a successful purchase, you will have to try purchasing again.
If it fails, you won't get your game, but you will get your money back automatically (as was said, twice before).
If you look on the account page under the Store Transactions tab, it will tell you if it has Failed or not. Once Failed, a transaction will remain Failed, it will not go through.
Try reading what was said before.
A hold is place by the bank in anticipation of a charge. As a charge didn't happen, the hold will drop off in 3-5 business days, depending on the bank's polices.
This isn't exclusive to Steam. Every retailer can have this issue, both physical and digital.
