god....... I was having the same issue..... took over an hour of fiddling around to fix that stupid issue. To anyone still having this issue, I will be creating a guide to fix Steam's crappy explanation on how to add steam guard properly. Also that video guide is either outdated or inaccurate.

Step 1: Go to settings on the Steam Client on your Computer NOT YOUR PHONE FIRST.

Step 2: Go to Account and click Manage Steam Guard Account Security.

Step 3: DO NOT choose add authenticator, instead there is an option to add a phone number.

Step 4: Once the phone number is added it will send your phone a code via text, insert that code when asked and your phone is then added to steam.

Step 5 Now if you don't have the steam app on your phone add it to your phone and then choose add authenticator ON YOUR PHONE. It will send another code via text enter that when asked.

Step 6: It will give you a recovery code for steam guard have a pen and paper ready to write it down.

Now you should have it enabled on your phone. This guide is based off of my memory once you do all these steps you settings you can't see how you did it from the beginning so let me know If I missed a step but this should help.

Sorry I gave up, I was tired of the headache of trying and support never replied aside from the carbon copy cut and paste reply. It worked along time ago, but I switched my phones about 2 years ago and I never got it to work again. Wish I had a better answer. If I ever decide I want a headache and I figure it out I'll update

Ensure the devices have the correct time on them, if not sure sync the clock to the internet. Do note using VPN, proxy basically spoofing where you at can mess with you on this.

Do submit once, then wait for the one to come, spamming it not good idea as you end up getting multiple requests which doesn't help you.

I had the same issue and never got it resolved. I hadnt bothered trying it again since I dont need the stress. But as you can see, no spokeperson from steam ever bothered to speak up. For all that is wrong with EA.com, they do atleast represent their forums and respond.

Best of luck, I gave up due to the issue and no support from steam.

Ensure device set to correct time, and not using VPN / proxy that might mess with your time.

Its an on going issue for years now, its hit or miss. Had this happen to me for nearly a year, then one day it decided to suddenly work. Support was useless, giving robo reply and closed ticket.

If you got the code "immediately" and give error, ensure the device set to correct time. Yes time does matter because code only good for X period of time. If code made to work at 4:30PM amd stop working at 4:35PM, and you left your clock at 11AM, or had use VPN/Proxy that was changing clock at 11AM then clearly not going to work, hence time.

If you're getting Email 2FA late, you need to find out why, in some cases there may be issue with email provider, issue with Steam service sending to your provider, or glitch which can be fix by changing email, and change it back to get it "immediately" again.

For Stea mobile 2FA it's not an issue, your always getting it "immediately" because it's right on your phone / tablet, it doesn't need to connect to the internet, all you need to do is ensure device the mboile 2FA is set to correct time, and the device you're trying to login to has the correct time.
