When you enter the number it'll either accept it, or say something like "this is not a valid card number". If it's the latter, then you can't use it.
Just for an example if you only had three payment methods available to you on Steam.
- Master Card
- Visa
- Paypal
Then those are the only options you have, and if you do not own/use either of these option for payment method, then nothing can be done.
There are cards such as Bank / Debit cards, that has add-ons which you need to apply for these add-ons, which can be either Master Card, or Visa, and if you do not have these add-ons, or do not know what it is, then speak with your bank about it.
For bank transfer, such as Paypal, you can link your bank to your Paypal, if your bank is supported for Paypal. Yes there are other bank transfer Paypal isn't the only company.
Now rebate cards, depends what it is, which if this is a pre-loaded credit card such as Visa, or Master Card, then you can use it for Steam.
No, we don't tend to have them over here in Britain, because they're largely just a con to make you think you're getting something worthwhil when it's really not much more than store credit.
