Can't get refund for Helldivers 2
My friend bought it for me, but my cpu is too weak. When I used the automated system for a refund to get my friend's money back, of which I am eligible, it said they can't provide support for an outside developer (playstation). The playstation agent said they can't provide support if the transaction was made through steam. How do I get the refund?

Can I refund my gift?
A refund may be issued for any gift that was purchased within fourteen days and has been played less than two hours by the gift recipient.

If the gift recipient has already redeemed the gift, you'll see the following message when you try to refund the gift: This product was gifted to user (Account name). They'll have to use the Support site to request a refund for this product first.
The gift recipient should follow these steps to approve the gift refund and removal:

Navigate to the Support Site and log in to Steam.
Click Games, Software, etc.
Find the gifted game in the list and click on it.
Select the problem that best represents the reason why you're not keeping the gift.
Click I'd like to request a refund.
Finish the request by selecting the box for Allow the original purchases of this gift to request a refund.

You can proceed with the refund request once the recipient has initiated the refund and approved the removal of the gift from their account.

Yeah, I did that. But the automated system said that steam can't help since Helldivers 2 is provided by Playstation. Playstation said they can't help with a transaction made through steam. I feel like I am repeating myself. I need an agent to fix this somehow.

Nothing wrong with hanging on to it until you have a system that can run it.
I did that with a game years ago that I really wanted to play, but my system at the time couldn't run it.

I'm on a fixed income. I won't be able to afford to upgrade my pc for a very long time. There is no reason I can't get my friend's money back since I am technically eligable for a refund. At this point it is a matter of principle.

Try manual refund:

Help > Purchases > click on game > "i've question about ..." > fill contact form

If it is really up to Playstation then I wish you luck.

What steps are you going through, to get to that message? It sounds like you are selecting the wrong choices.

I selected game crashes, get refund. System then tells me they can't provide support for an outside developer. The playstation chat agent told me they can't help with a transaction made through steam.

I don't have access to the form because it was purchased as a gift for me on my friend's account.

See you keep saying things that makes it seem like you're trying to get a refund from Sony. Steam doesn't have playstation chat agents or support chat. Which makes it seem like you're not trying to refund the game on Steam.

You have to request a refund from the store the game was sold from, not the one you picked out of a hat. In this case it would be Steam.

If you're trying to get a refund from https://help.steampowered.com/en/ then one wonders where the "playstation chat agent" nonsense comes from. And if you're not, well, you need to stop trying to invent your own refund process.

Maybe I am not being clear. I went to the steam support page to try and get a refund. When it told me they can't do that, I went to the playstation website and talked to an agent. I don't know why that wouldn't be assumed.

If you have the game on your account, then you have access to the game's forums on Steam.

Keep in mind that Valve can only refund games directly purchased from Steam. If it is from a 3rd party, such as a game key, then you are subject to the refund policy of that site and in all those cases, you can not refund the game after it has been redeemed.

How did you get the game as a gift? Was it sent through Steam (as a Steam Gift, not through chat) or did they give you a game key to redeem on Steam?

Did you follow the steps provided in post #1 especially the final step?

Finish the request by selecting the box for Allow the original purchases of this gift to request a refund.

I had a notification through steam that it was a gift.

I did that. It says, "Unfortunately, Steam Support cannot provide the best assistance with games made by other companies.

Please click the link below for information about how to contact the support team for this game."

When I click "Contact Game Support" All it gives me is an email address for playstation. I mentioned I talked to a playstation agent on their website and they said they can't provide support for a transaction made through steam.

Like I said, I already did that. I guess at this point I have absolutely done everything I can and it's up to my friend to do the rest.

Thank you everyone for providing clarity even though I was already done with everything I could do lol. But yeah, it's nice to know there are people willing to help.
