Steam Collections showing as emty, despite multiple downloads showing they are in the collection

I was workig on a new collection for Cities: Skylines 1, I went to subscribe to everything in said collection before booting up the game, the collection shows as completely empty. when I look at items I know I just added to the collection, they show as being in there. Steam support are useless as they wont even answer my questions directly. what is happening and how can I prevent this or better yet, recover my collection without losing the hours of work I put into it?
