So you should be fine. If it's pending in future, you should wait. You can commonly get this issue if you use third party payemtn prodicers like Ideal or Paysafe. These are notirous for having this issue.
If you want to avoid it you're better off with a bank backed debit card or credit card.
How it tends to work is like this.
When you make any online payment, there's a small window for the handshake between the bank or payment provider and the vendor (Steam in this case). It's deliberately kept short for security reasons. The downside to this is that if there's any congestion or hold up you can get the situation you're experiencing.
What is happening often happens during the sales. Because this window timed out, your funds in your bank account haven't actually left your account yet. They're just ring fenced so you can't use them. They're waiting for the vendor to send additional backup requests so it goes through properly.
So what happens is that it will wait like that in your bank account for around 3 working days, and either the request does come through and it sorts itself out, or your funds simply get released again.
With credit cards, it can be 5 working days, and with third party payemtn providers it can be even longer.
