I hope, this get hotfixed today and we don't have to wait a week (some forum threads can get very long). I can't imagine, this is intentional.
And also an additional issue with the main store page one: if you try to drag it down, it stops at like 15%. Nothing is responding (display-wise) anymore until you mousewheel up or down to unlock again the scrolling.
Both of these issues appeared at the same time for me.
Edit: Only in the client. No issue w/ Firefox.
I just tested in Edge and the scrollbars are also missing there. Initially my previous message was only related to the client.
whatever default browser your system has.
but as above user point out steam own internal Chromium problem is out of our hands here.

I'm using Opera for Steam, so a Chromium issue with some newly introduced page element sounds quite plausible.
