Here's the reason why the "Safe mode with networking" is a valuable first step.
By running Windows that way and then opening Steam ONLY, it means that nothing else is going on within your PC. So it largely cuts things neatly.
If it now works then it demonstrates that the thing causing the inability to connect is some software on your system, most likely. However, if it still manifests the same way, then it's likely to be something outside of your PC - maybe the network card, all the through cabling, sockets, router, all the way up to your ISP and beyond.
This first step is recommended because it neatly divides your troubleshooting in two.
nothing wrong with DNS test, that's not same as keep use them , same as steam user keep stay in Steam BETA mode ( equal BAD )
If you have any internet problem contact own ISP, they are not always right in the whatever upgrade they are doing, sometimes things go wrong then it should not do so.

Most standard connection have a DNS and gateway, and router in NAT, so when that is said, it should just work. i mean if 1 year old baby if he could punt it at wallplug it should work.
reason i said 1 yearold so all get it. ( we all have a ISP, problem is more what service or help they will do about it. )
People should take this serious we can't all be at google or whatever DNS server, no ISP in the world can handle 1 billion steam account. DNS request, this is why most ISP has own DNS server.

you also have steam support, not all codes is so simple to understand like 108. ( google it, it sounds like you hammer the door )
When you know DNS server and the way they made it in the old days, also why the biggest ISP has forced a specific DNS now do you dont can pick 1 out of 5 , because ppl cant and never will pick the fewest DNS ppl are on, and thats why ISP has done this spreadout policy. and why it matter..
All this is in your ISP area and they should actual know this already, but we have all seen scrip fail like in WoW and all user end at one server, and again its human mistakes. same can have happend at DNS server put all on same DNS server , and this is why its your own ISP problem. is they have DNS issue.
And we are back at DNS server issue not a steam issue , no one can get a 0.0.0.0
Any network expert can tell you thats not possible thats a netwrok ID of class A
how you got that ip adr. set as DNS just make it even worse.
well anyway you got it fixed, but this is more a if any other get a adr with 4 x 0 thats lead to nowhere.
Not even MS ip adr do this if you have no network, so sounds like a linux issue maybe or some scripts did something. ( here is the problem maybe not repeetable even untill next steam user have same issue someday. )
