SEND HELP IM ABT TO BURN MY LAPTOP
Recently I had to free up storage space. I had an old steam folder from when I first tried to install steam and failed, in the process I accidently deleted my working steam folder because I got them confused.
Now normally that'd be no problem, Just reinstall and start over. However I can't b/c it's claiming that steam is open in another program. The only logical place for it to "be open" is the folder that I origanally ment to delete. But whenever I try to delete that folder it doesn't let me claiming again that folder is open in another program. BUT IT'S NOT! IT JUST SITS AROUND TAKING UP SPACE FOR NO REASON.
Part of the problem here is clearly that I'm not tech-literate, and I barely understood how to install the program to begin with.

If anybody has any tips or guidence on how to get rid of this infernal folder it'd be very much appreciated.

Extra info: I'm currently on windows 11 with Microsoft, my laptop is nice but not as powerful as your standard Gaming PC as it was origanally bought for college and Digital Artwork.

Step 1 is to restart the system. That closes all ongoing processes. Most likely something is still running, or the computer thinks something is running. turn off the laptop, then turn it back on. Try again after it reboots.
