Hetzner had the same issue until 2020 at which they gave in.

Also check your router and that you get a IPv6 address (which you should as the Telekom does Dual Stack. Do NOT disable IPv4 on your router though).
If that doesn't help, VPN is your only option. In that case, DISABLE IPv6 on your PC (same way you disable IPv4 - network adapter) or you will get a VPN leak.
IPv4 Connectivity: Internet
IPv6 Conncetivity: No network access
And the disable button im pretty sure disables both but i have no idea
only steam is slow download, so steam is the cause. there is nothing to say more.
every other download is max speed.

I just want to know if this was an issue since forever and if yes why is it only starting now for me?
Telekom is at fault, no other ISP is affected.
