1. make sure your PC support DX11
2. if it wont launch, try to run the launcher directly from its installed folder
3. if still cant, try to run it as admin

now if it start to launch, since its the first time you boot it up, the loading screen will be quite long, give it time max 10 minutes, after that it'll be normal

Nope, 1 and 2 didn't work here, and i got the latest version of directx which is supported.

I've also found this while looking in the files, the .txt file is called "Error Strings"

language=en

CANT_OPEN_PACKFILES=Fatal Error 1.\nClient will be terminated.
INVALID_WORLD_ID=Fatal Error 2.\nClient will be terminated.
MISSING_WORLD_FILES=Fatal Error 3.\nClient will be terminated.
BAD_WORLD_LAYER_COUNT=Fatal Error 4.\nClient will be terminated.
OUT_OF_MEMORY=Out of memory.\nClient will be terminated.
CANT_OPEN_ASSET_FILE_TABLE=Fatal Error 6.\nClient will be terminated.
CLIENT_ASSERT=Fatal Error 7.\nClient will be terminated.
CANT_OPEN_UNPACKED_FILE_TABLE=Fatal Error 8.\nClient will be terminated.
CANT_OPEN_ANIMS_FILE_TABLE=Fatal Error 9.\nClient will be terminated.
DEFS_ARE_ALL_EMPTY=Fatal Error 10.\nClient will be terminated.
DEF_VERSION_MISMATCH=Fatal Error 11.\nClient will be terminated.
NO_DEPOT_DATA=Fatal Error 12\nClient will be terminated.
NO_PLATFORM_SPECIFIED=Fatal Error 13\nClient will be terminated.
GLOBAL_ANIMATION_DEF_IS_EMPTY=Fatal Error 14\nClient will be terminated.
EULA_NOT_FOUND=Fatal Error 15\nClient will be terminated.
INVALID_PUBLISH_FILES=Fatal Error 16\nClient will be terminated.
CONSOLIDATED_PARTS_FILE_MISSING_OR_EMPTY=Fatal Error 17.\nClient will be terminated.

Hopes this helps.

Never VERIFY INTEGRITY OF GAME CACHE with Steam, as Steam ONLY handles BASE GAME CONTENT, instead always do a REPAIR with ESO:TU.

Ill try this, and does DirectX 11 has the previous version in it too? for example DirectX contains DirectX 10.1, 10

Update:

I've currently figured out my PC, infact, does NOT supprort DirectX 11, How do i change this back to directX 10.1? can't find it anywhere.

I don't think it is possible now. I believe the game engine is purely based on Direct X 11. It really is recommended to get a Direct X 11 compatible GPU as most new games run purely with DX11.
