What the ♥♥♥♥?
I've always wondered on third-party Steam skins. Because Steam does not come with pre-installed skins, it leaves the only option.
I'm 90% sure that as long as the website you are using it deemed and scanned safe, that it would be okay to install. However, I have done no research on this so, it would be purely for you to find out.
Let me know how you get on though! :)
Steam should give us some 3 or 4 Skin,

You remember Windows Media Player?? You got like 8 or 9 different skins! All changing the complete look of it! I remember playing around with that for ages lol.
But Steam can't give us some measly skins even though we are making them profit on a daily basis.

I did report that guy for Attempt of Scam, +rep Farmer and Achievement Hack.
I could find some Themes in FPS Banana, there's more around the internet,
but I'm still afraid to install this, I don't know if I can receive any kind of Ban in my account for that, I think I will open a Ticket on Steam Support to check out if they allow me to do that.
I will save the msg about it and if they allow me and I get anykind of Ban I will use it as prove =)
Then I know there's Metro for Steam, Pressure, Pulse and CompactUI.
I'm pretty sure all of the above have their own Steam Groups, from where you have direct links for downloads.

You should be able to select the skin under the dropdown menu in
[Select the skin you wish Steam to use]
If you can't find it there, ensure the folder is placed correctly so there's no 'folder within folder' issues.

Have you tried googling for an old thread from Steam about this issue? Lots have come up.
I think it boils down to third-party software and making sure its safe and scanned. There's always the element of "risk".

Know of any good sites that are safe to use?
They're usually hosted on Github or Mediafire.
I find a lot of the skins apart from those outdated, which usually results in broken mess in the top left corner.

I know it's a little vague, but I'm far from any expert on skins.
I primarily use PixelVision 2 and I've only changed my Notifications pop-in / pop-out to be horizontal by editing the steam.styles -file. That's how I've gone for most of the years, and I can assure you they're safe. :)
I usually find out about the other skins from other people's mouths. Peer talk basically.
