You said you don't have your AV "on" so it is still installed then in fact ? I assume from you saying that, you have seen this support page ?

https://support.steampowered.com/kb_article.php?ref=9828-SFLZ-9289

What is the AV program ? Do you have any other programs that are listed on that support page or any similar programs ?

Try disabliing background applications as per this...

https://support.steampowered.com/kb_article.php?ref=8043-EUJN-5239

THEN, after that, verify the game cache exactly as per this...

You have to fix the problem that causes it first, as verifying the files may not do anything because the problem is going to just bork them up again, if that is what is going on in your case.

Why did you not address my other points in your reply ?

EDIT..Nevermind as I am sorry. I did not see your other post. But what about the list ? Do you have other problematic software maybe ?

"Disabled" is not the same as fully "uninstalled" and removed from your system. Is there any reason why you did not specifically mention the program or software that you have from the list, if that is what you are referring to here ?

IOBit Advance System Care

So fully uninstall all that and reboot and THEN verify the game files as per the page I have linked to you, please.

EDIT....Especially IOBit...it is in bold, and with a green symbol.

Anti-Virus Applications - Any Anti-Virus program could potentially block Steam and Steam game access, especially when not properly configured for use with Steam. Please make sure that Steam and all Steam games are listed as exceptions in these programs. If the issue persists, please try disabling or temporarily uninstalling the program to test the issue.

* We recommend that applications listed in bold with a ( * ) symbol are fully uninstalled from your system if disabling them does not resolve the issue.

So you fully uninstalled THEM, not "it", and rebooted your computer and THEN verified the game files as per suggested above ? When you reply, please be clear as to what exactly you are doing there. So as I have to make another post here to ask if you are, and the thread just gets longer and longer and this take more time for you than may be necessary, you see.

Why ??? I suggested for you to uninstall all of THEM. If you are going to go about this with half measures, you may not get the desired result. You already posted that you have the software that is listed from that page and there it clearly says to uninstall the program temporarily to test the issue. You must reboot after uninstalling software, THEN verify the game files as per the page I have linked for you.

It seems that I can't unistall AMD External Event Utility, because it is an Utility . I just turned it off from Service tab . Is it okay?

First hit on Google...

You can TRY to only disable it for now, but remember that it is still suspect here in this case.
