Sounds like you have another issue than the uninstallation of Steam itself that you should maybe fix and therefore don't need to uninstall and reinstall Steam.
Use safe mode WITH networking to troubleshoot connectivity issues and bypass a router if you use one. See this page.

Bypass the router using ethernet only and boot into safe mode with networking. Try to log in on your Steam client account and download from there. Put your download region back to default like it normally is. (region close to you)
You need to be sure your Steam is cleanly installed at this point to be sure that the above suggestions could help.
Don't uninstall games on Steam like this. Use the "delete local content" option from your Steam library.
Right click the game in the library that you want to uninstall, then "properties" , then "local files" and then "delete local game content".
My bad, I misread what Spooks asked. I've been doing the "delete local game content" thing for games, what I meant was uninstalling Steam as a whole from the control panel gave me the error
I can only suggest that you start by doing the above using safe mode with networking, and bypassing any routers. Doing just those two things, you have already got around some of the main causes of Steam issues in order to troubleshoot those very issues.
Safe boot with networking helps in the case of problematic software such as those listed here....even if you had them for a long time without problems....

Routers very often cause donwload problems with Steam...even if you can use the net normally otherwise. We see it all the time. There is a support page concerning ports for Steam if that can help but first, you need to confirm the router is indeed the cause by bypassing it.

You described what ive been going through today to a tee. As in EXACT same problem. Long story short Ive been having disk write errors while trying to install some games recently and have been following all the steam help pages:

Still nothing has worked and now I was going to try the last option mentioned and uninstall steam entirely. Ive already backed up my games and steamapps folder, but as I went to the control panel to uninstall them I discovered all my steam games AND steam are giving me that exact same error! They are saying they have already been uninstalled, while I can still play and use steam just fine from the new location its at (only verified one game to check tho, if thats relevant)
Im at a loss right now. Maybe bc I moved the installation prior (as the steam article said to try) now Windows doesnt know where to look for the files? I also checked what you mentioned too and i cant find the steam uninstall .exe in the new location, strangely enough. Its like it didnt get redownloaded when the rest of the install at the new location.
Also worth mentioning that Ive discovered through this process I am getting disk write errors in other parts of my computer as well so my harddrive might have some issues itself. Everything was fine until this started though :-/ its as if something damaged my harddrive itself when the power went out in the middle of trying to install the first time (what caused all this in the first place and gave me the first disk write error ive ever had when I tried to resume)
I am running some harddrive repair scans now but I am at a total loss about how to fix my steam install itself now and uninstall it. PLEASE HELP!!!!
