I don't see where you maybe tried safe mode with networking there yet. If you have problematic software still and you have reinstalled Steam even, then the problematic software is still going to be conflicting and causing the problem. I cannot say for sure so please just try booting into safe mode with networking and log into your Steam account there and try to download normally and not in big picture mode.
Use the link I have given above and post a screenshot of all your installed programs if you wish also. Maybe we can see if that is the issue here or part of it.
Is your Windows UAC by any chance giving you prompt warning after you CLOSE Steam ?
I personally only ever manually search each manufacturer's website for the specific drivers for all my hardware. If you are only using this software to update your drivers, that could be suspect to your original problem, in my opinion that is.
If you wish, you could now post all of your hardware here exactly as in motherboard, CPU, GPU, etc...etc. And we can maybe search manually for drivers and Windows 10 (32 or 64 bit ?)

i added you i hope you will accpet it well my problem started when i had the windows 7 i used the same software to get my drivers it worked fine for months but suddenly it all changed my laptop is dell its kinda hard to find drivers on their website because its old ;(
Well, then that is certainly a red flag right there, especially considering you mentioned going to Windows 10 perhaps. If the computer is indeed old, then the chances increase greatly that Windows 10 will not be supported on it. I am only assuming this, since you did not post the information that was requested, you see.
I think it maybe would be better if you make a thread about this so we don't hijack this one from the OP, you see. Your issue is starting to sound hardware related, so maybe it is off topic from the "corrupt download" issue specifically realted to software.
I guess we can continue here but I hope the mods will not mind. If OP posts back for more help though, we will need to stay on topic with his problem, you see.
So post your EXACT model info on that computer and the info that was requested, please. We can try to look for drivers.
how do i get you the exact information about my hardware ?
If it is an OEM Dell as you said, then the model should be right on the computer (back, front, etc.) Model and model number EXACTLY, please.
If you have upgraded some of the hardware, then I am assuming you would know what hardware you have installed and can post the info.
Otherwise, use the interent to help you.

There is alot of software that is available to use that identifies your hardware also. Use those as you wish.

I don't see that exact model on the Dell website, as I see the Inspiron 15 N5040 instead. Hope that is what you actually have there. That should be visible on the outside of the laptop.

As soon as I saw this, I was pretty sure I remember that same model from another thread just as W10 came out and that other user was getting a BSOD error in his case. (blue screen of death)
So I recognized your model right off the bat. It is right there on the front of the Dell support page...
"Product not tested for Windows 10 upgrade"
"Dell is not testing or developing Windows 10 drivers for this product. If you choose to upgrade, some features, applications, and connected devices may not work as expected."

So no drivers means that your hardware will not work with Windows 10, and in fact, you could get a BSOD error also if you install that OS.
You cannot install just any OS on just any computer, you see. Drivers have to exist. Many that upgrade have made this same mistake. I suggest you format and reinstall the original OS or the latest one that has driver support from Dell only, as I only suggest ♥♥♥♥♥♥♥♥ drivers from the manufacturer always.
So you see, that is why I originally asked you that in post number 18 about drivers. You almost surely cannot use W7 or W8 drivers for W10, you see.
Sometimes there are exceptions. For example, many Vista drivers would work on Windows 7 and sometimes visa versa. But the older the PC, the more likely this is not going to be the case with a newer OS.
EDIT..Here it is..I actually found it. Not exactly your model, but it is an Inspiron.
