1 game ban(s) on record , what does this mean ? does it mean this account is perma banned and cannot play any game ?
i saw this line on a profile :

203 day(s) since last ban

does this mean this account is perma banned and cannot play any games with this acc ? or just a simple ban on a game ?

... but does this mean this person is banned from playing online games with every game he has or only banned once before and he is not banned anymore ? what does this mean ?

Does this apply to all my games? Are banned players only banned from a specific game, or is their account banned from Steam entirely?
This only applies to games that have been approved for this feature by Valve, and a game ban only applies to that specific game.

You'll have to ask him what game and all game bans that show on profiles are permabans.

There is no way to know what game, unless he tells you. The ban is typicaly permanent and issued by the game's developer, though Overwatch bans will also show as Game Bans.

The FAQ linked should be able to answer any other questions.
