It doesn't work...
http://steamcommunity.com/discussions/forum/2/
My steam would not open. It would do the log in but then just crash and terminate all processes related to Steam, ending with the closing of steamerrorreporter.exe. I tried a lot (an aggravating amount) of potential fixes and eventually found that Steam opened only when in compatibility mode (I'm on Windows 7). I system restored back about roughly a week and steam is working fine again. My best guess is that a windows update was somehow messing with Steam.
I found a few tips, but, opening as administrator didn't work, running in compatibility mode didn't work, the blob fix didn't work, then I tried placing my steamapps folder in a safe place to uninstall Steam (I didn't want to re-download all my stuff again), didn't allow it because it was still running, closing all tasks in task manager didn't work, but while I was on task manager, I saw in the Details tab, 5 tasks running for Steam. One Steam.exe, two steamerrorreporter.exe, one SteamService.exe, and two SteamWebHelper.exe, and whenever I tried to open Steam, another Steam.exe would appear but vanished quickly.
Before I went to work, I saw someone named ForEverGreen, posted a tip on how it could be possible to uninstall Steam on Safe Mode.

When I came back to work, I searched how to get into Safe Mode on Windows 8, And I did. But before uninstalling Steam, I tried running it once more on Safe Mode, and it started to update (offline though). I opened it in offline mode, then I restarted my PC so it goes back to normal mode. I clicked the Steam icon again, and it started updating like normal. I didn't have to Uninstall, rewrite names or delete files, just ran Steam on Safe Mode.
If someone can confirm if this info is good, then I'm glad to be of help, if not, then sorry, it worked for me. I'd also like to thanks ForEverGreen for the tip.
