I see several issues here. You have Killer Network Manager for one and you have Skype.
The Killer Network Manager is garbage when it comes to Steam. Most suggest to fully uninstall the manager and only install the driver, and you can do that from the "driver only" link on that website.

Skype is on the list of software that I have linked to you.
You have Windows 10. Did you upgrade to that OS or did it come already installed on your computer ? If you upgraded, where did you download the drivers (specifically the audio) for that computer that are supported for W10 ?
What is this....."ProductDaemonSetup" ? Does that have anything to do with Daemon Tools ? That is known also to be a problem, according to the list, if it is.
You have Norton. Norton is horrible and is definitely a problem...also on the list I have linked to you.

I can strongly suggest that you disable all background applications EXCEPT for audio only related processes (not third party ones), and test this again....

I don't see where you addressed anything I suggested above. I have shown you a list of programs that have issues with Steam and you have some of those programs, Norton being the worst one.
AND I have shown you proof of Norton here being the problem for so many before you.
Just because you never had a problem before, that means nothing. Don't assume what is or is not the problem and troubleshoot that problem properly, please.
Just because Windows did an update, that could just mean that something that never has an issue with Steam before now does. Not really sure how to help you here anymore if you don't seem to want to follow the suggestions given.
