Do you have Killer Network Manager by any chance on that computer ?
I plan on getting an ethernet cable in the coming week or so, but my pc is on the other side of my house from my modem, but that's definetly the first option I was considering. I don't have Killer Network Manager, what is that? Sorry if that's a dumb question, still kinda new to computers.
You cannot play Skyrim in the following sugestion, but you can boot your PC into safe mode WITH networking after you hook up using ethernet only and troubleshoot the problem that way. If something is affecting Steam or your connectivity in a normal boot, safe mode WITH networking should show improvement.
After that, you just have to find the cause and in that case, it is almost surely software relaed. See this list for a good start on problematic software troubleshooting....

It is known to be an issue with Steam and connectivity. We see it sometimes in cases like this be the problem but it seems you don't have it, according to what you posted above.

Safe boots get around problematic antivirus programs also, if you use my other suggestion about safe mode with networking to troubleshoot this.
Not sure what you meant above but the idea is to NOT have Killer Network Manager on your computer. If you don't have the right hardware, it is pointless anyway and I said it is known to cause problems with Steam/connectivity.
So the idea is to not have things installed that can cause this or maybe cause it or affect it, you see. Forget what I said about Killer Network Manager if you don't have it installed on your computer.
