Steam downloads keep stopping
I just want to download and play Dying Light but the download keeps breaking and stopping, I had the same problem with Duke Nukem 3D the other week and I tried switching servers, limiting my bandwith, and resetting my router and im still getting problems. I would appreciate a permament solution to this.

Yeah. I had to download Witcher 3. You can imagine how long and the hell that was...

Refreshing Steam might help. If you want, you can go here:

https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638

- to refresh your Steam client files.

Or try reinstalling Steam.
I've been having this issue lately and have been testing a few things. I've uninstalled all AV software and disabled firewalls.

Confirmed to stop Steam download:

-Connecting to a Ventrilo server (easy to reproduce, stops steam download within a few seconds of connecting)
-Starting to watch a Twitch stream (stops steam download within 5-10 seconds)
-Entering a game in Diablo 3 or sitting on character select repeatedly stops Steam DL (simply loading the game doesn't cancel the Steam DL)
-Opening the Mumble program
-Launching various games

Did NOT stop Steam download:

-Casual browsing on forums and such
-Running a Speed test on speedtest.net
-Downloading a game in a different client (battlenet)

Conclusion: Doing almost anything while Steam is downloading ends the download. Tested the above things with other download clients such as battlenet, origin and glyph and had no problems with the downloads continuing. This is uniquely a Steam issue and up to Steam to fix.

Going through the same problem. It was fine till yesterday, possibly server issues. I see network activity even after I stop my downloads and the disk usage stays at nil. After some time when I tried, the download continued fine. It'll be fixed I hope.
Saw this solution on another thread and it worked: Click on "STEAM" in the upper left corner, then "GO OFFLINE," click on "RESTART IN OFFLINE MODE." When Steam restarts, click "GO ONLINE" and then "RESTART STEAM IN ONLINE MODE."

Fixed it for me.
im having issues too
Having similar issues like this one, I've been all over the internet, tried a whole bunch of stuff like changing download server locations, restarting router, clearing download cache, etc. and still nothing. It seems this problem has been here for years because I see posts about this issue from 2013.

First, get rid of the router and use ethernet directly to the modem.

Next, try more regions. Try some very far away from you also. The key is that you cannot just try one or two. You need to try many to make sure that does not help before further steps are taken.
FIX IT, Had the same issue on 3 pcs.
First of all delete the download cache. second delete the ClientRegistry.blob file from the steam installation folder.
Next open a command window as admin,

ipconfig /release
ipconfig /flushdns
netsh winsock reset
ipconfig /renew
ipconfig /dnsregister
reboot your pc,

open steam. change your download location.
wait for steam to reboot.

thats it enjoy.
