Or try reinstalling Steam.
Confirmed to stop Steam download:
-Connecting to a Ventrilo server (easy to reproduce, stops steam download within a few seconds of connecting)
-Starting to watch a Twitch stream (stops steam download within 5-10 seconds)
-Entering a game in Diablo 3 or sitting on character select repeatedly stops Steam DL (simply loading the game doesn't cancel the Steam DL)
-Opening the Mumble program
-Launching various games
Did NOT stop Steam download:
-Casual browsing on forums and such
-Running a Speed test on speedtest.net
-Downloading a game in a different client (battlenet)
Conclusion: Doing almost anything while Steam is downloading ends the download. Tested the above things with other download clients such as battlenet, origin and glyph and had no problems with the downloads continuing. This is uniquely a Steam issue and up to Steam to fix.

Next, try more regions. Try some very far away from you also. The key is that you cannot just try one or two. You need to try many to make sure that does not help before further steps are taken.
First of all delete the download cache. second delete the ClientRegistry.blob file from the steam installation folder.
Next open a command window as admin,
ipconfig /release
ipconfig /flushdns
netsh winsock reset
ipconfig /renew
ipconfig /dnsregister
reboot your pc,
open steam. change your download location.
wait for steam to reboot.
