Add option to let us start up without opening Steam.
You'll say "but there is an option," but that option does not work. I click it off, steam still starts. I disable it in task manager, steam still starts. I remove it from startup items folder, steam still starts. I deleted the registry entry which allows steam to open on startup, steam still starts. I uninstall and reinstall steam, steam still starts.

There is no way in which to stop steam from starting up when the computer starts up, and this is stupid. There should be a way to stop it from starting up when the computer starts up. Please add this option, only this time, make the checkbox work.

edit: Please note that I have tried most of the steps that people are suggesting I try, as stated above.

So how do I actually stop it from loading on startup?

It sounds like something is corrupted in your Steam install or resetting your settings. Steam never starts up with Windows for me, as I've turned that option off.

I've reinstalled twice and I've clicked the option on and off multiple times. No matter what, it still starts.

Also, every time I restart the computer, steam comes up saying it's verifying the update. Even if I do this a few minutes after the last restart.

I don't know how to "reset my settings" other than to click things on and off or reinstall the app. Is there an option for that somewhere?

Where is Steam installed?
Is it whitelisted in the Anti-Virus?

It's installed in the default spot, program files x86.

By whitelisted in anti-virus, do you mean adding an exclusion to defender? Would that help? Trying now.

Mainly trying to rule out things. Anti-virus can be notorious for messing with programs and settings.

Added steam.exe to exceptions lists, restarted, and steam still loads.

Well, it's working for everyone else as you are the only one reporting a problem.

After removing the check did you just X out the window or click OK? Because if you don't click OK, it will forget whatever changes you made.

The feature is already there, but something local seems to be interfering with turning it off. As others are already assisting, I'll let them continue.

That's annoying. Any other cleaning programs you are using?

Are you on Windows 10? If so, disable the start-up through Windows:

1. Press the Windows key on your keyboard, or click the logo at the bottom left of your screen, and search for "Startup applications."
2. Click "Startup" in the search results. It should be the first option.
3. Find "Steam Client Bootstrapper" in the list of applications. If it's switched "On," click the switch to toggle it off.

Or

1. Press Ctrl + Alt + Delete. In the menu that appears, select "Open Task Manager." or right-click the Windows logo/taskbar and select "Task Manager" from the right-click menu.
2. At the top of Task Manager, click the "Startup" tab.
3. Find Steam in the list of startup programs and right-click it, and then select "Disable."

Here are your options.
A) Which works with most people by far that I know of, top left of the Staem client, click on "Steam" > Click on "Settings" > Click on "Interface" > Uncheck the box for "Run Steam when my computer starts", then press ok, that's all there is to it.

B) Which force by Windows task manager for start up to not run Steam when you launch turn on your PC.

If neither of these do not work, then either you did something, using 3rd party app that causing problems that shouldn't be interfering with other apps such as permissions, or etc, or something wrong with your Steam files which you need to fix by either try opt in for beta, or reinstall Steam.

I previously had malwarebytes, but active protection was off. I just updated it, active protection is now on, and I added an exception for steam.exe. It still starts.

I've tried going through startup applications, Steam doesn't show up in there (if I have the checkbox within steam unchecked). If I check the checkbox in steam and then disable it through windows startup apps, steam still starts.

I've tried task manager as well, as stated above.

It's logical that Steam doesn't show, as you changed the setting in the client. I'm surprised, though, that it keeps persisting to start on boot despite nowhere to be found in the startup options.
