Low GPU usage in every game
I have a low GPU usage in every game, of about 30-40 percent and the CPU of 100. I thought about bottleneck but then I've seen benchmark tests of exactly my PC specs where they get high GPU usage and low CPU usage in the same games I play in 1080p. My specs are: RTX 2070, i5 9600k, 16 GB ram (in dual channel)

Taking a quick look at https://pc-builds.com/bottleneck-calculator/ I can see that you're running at a 15.6% bottleneck, and even having a 9700k with a 2070 Super before (different cpu+gpu but almost the same), that CPU is not strong enough for that GPU.

If you don't want to upgrade your CPU, I'd get a 1440p monitor as it will demand more from your GPU and lower the bottleneck to 7.2%. I had a 11700k with a 3070ti and faced the same issue you're having, upgraded to a 14700k and it's all fixed. :)

huh, i'd rather buy a new cpu than a new monitor honestly, what cpu would you recommend not to bottleneck it?

I recommend anything above 11th generation intel chips. As im using a mid range pc with 12 generation CPU I7, and i have yet to get a bottleneck in any game. Anything below that when using intense graphic games can cause issues like bottlenecking. Although people said mine might bottleneck in the future, i played some of the newer games like Hogwarts Legacy and had no issues with slowdown in it.

Just be aware, the higher the number next to the CPU version, the better. For example, my I7 is 12700. Lower means you might run into bottlenecks also, even on newer CPU chip versions.
