If you don't want to upgrade your CPU, I'd get a 1440p monitor as it will demand more from your GPU and lower the bottleneck to 7.2%. I had a 11700k with a 3070ti and faced the same issue you're having, upgraded to a 14700k and it's all fixed. :)
Just be aware, the higher the number next to the CPU version, the better. For example, my I7 is 12700. Lower means you might run into bottlenecks also, even on newer CPU chip versions.
