Another way is people trying to prevent from updating files, but the problems is that sooner, or later the older version of the client will lose connection to the steam server until you update which is the problem.
Someone made a dooms day Steam guide post, I think it was called survival of windows 7, anyways you use Steam CMD to download games, drawback is that if game required client to be running well can see the problem already.
There are DRM free games on Steam, but that depends rather if not your game part of that list, or not as up to game dev to choose if they want drm free for their game. Can google wiki page on this.
Option I suggest to people is dual boot as it easiest method. Yes all games that works for windows 7 also works for windows 10/11 if run into issues people post guides how to fix it which is often easy to do from turning on or off a setting for a game, drag & drop a file, or edit game file using note pad then copy, and paste things.

My advice is don't try to reinvent the wheel when you know you're not literally the first or only person to have the issue.
But when these shenanigans get to be too much, you'll be better off upgrading. If your PC is crap you need a new one to be able to upgrade, well start saving now.

that all being said, eventually you will want to "upgrade" your OS further down the line, w/e it is you have, will run win 10 and 11, 11's hardware requirements can be bypassed, as well as the microsoft account (for those who dont want it), or... which is likely for majority of people, further down the line buying a prebuilt desktop pc or a laptop you will likely be given win 11, or it will be win 12 when its released from beta.
also to mention, win 10 will be losing support from microsoft in 2025, soon after on steam just like now with win 7, so in the end, its either linux, win 11 or 12, or possibly steamOS 3.
side note, im dual booting win 7 and win 11, will likely toss a steamOS 3 installation on my pc as well, when steam releases it.
a) cant be run independent of the Steam launcher
b) runs better (or at all) only on W7
c) isnt available on another service thats well known for GAMES that are OLD and GOOD
d) cant be obtained on CD/DVD on amazone or eb@y*
e) cant be obtained somehow through ways we dont talk about here

Most games, even legacy ones do run on W10 or will after some fiddling and patching etc. Many are also available on that website of GAMES that are OLD and GOOD who do a stellar job of getting said games functioning on modern systems. The tricky ones are the things like Mass Effect and other EA or other labels who require their own app to get into.
I don't think there is anything written like what you shared here, yes, it's possible that it was there for a while, because the Steam client update.

As of January 1, 2024, Steam will officially stop supporting Windows 7, Windows 8 and Windows 8.1, which means the Steam client will no longer work on them. To continue using games and other products purchased on Steam, you must update your system to a newer version.

all I have to do is be offline and that's it, I don't have many games that I play online anymore, so I don't need it, I prefer the games I have for single-player

Let me point this out to you from personal experience.
I play on a lot of platforms and always have. I have a lot of games, old and new. I play them all. I also have a lot of musical equipemt (synths, drum machines and such), plus audio recording gear galore, FX units and such.
I've been using Windows since 3.1. Naturally I've often had to have the issue of buying new gear back then and wrestling with drivers.
Under Win 7 about 15% of my games, old and new, didn't work correctly or at all. Quite a number of my audio bits didn't work properly either. Many would crash regularly, or quite commonly you'd find the IO drivers would simply not work properly resulting in no sound.
When I switched to Windows 10, I was surprised to find that things just worked. I kept trying games and so far I have found ONE game that doesn't work on Win 10 - All Zombies must die.
With my audio gear there isn't a single thing I've found that not only works , but pretty flawlessly. I used to find it quite common to have MIDI note latency under Win7, but it just doesn't happen on 10 (unless you overload your MIDI devices and hamper the CPU).
So it would be FAR better in your interest to simply fully upgrade to 11 as it works the same as 10.
I know there are certain games where you can just turn back the system clock, and they will start running again.
stop talking nonsense, somehow Windows 7 works fine and games work fine, but on Windows 10 when I tried to run Fallout 76 it took a few minutes and it turned off, on Windows 7 it works perfectly, it may all depend on the hardware you have, if you have a new one computer, I'm not surprised that something doesn't work for you on Win 7,
