Why does steam takes ages to respond then keeps popping up on my screen?

I'm having this issue with the steam client recently where i go on the hotbar, click steam app with right click to open library, store or something like that and it takes it's sweet time on opening up.

I do need to click 5 times or so before it reacts and when it finally opens it gets this weird behavior where it decides to register all the clicks later on separate times, meaning steam outta nowere just pops into my screen over anything i was watching. Does anyone know a fix?

reinstall the app or perhaps clean your system this issue happens only with slow computers

I've seen a few people with some of the recent updates it goes slower or behaves differently.

It can be down to a few things though too, like having something up with your connection so that it loads more slowly. Or you can get this if you don't shut down Steam properly each time.
