Update download keeps getting reset everytime I pause it?

I tried restarting steam and verifying games files but nothing. I was trying to update a game and it showed 2.5gbs at first I paused the update and when resumed it showed 11.2/28 this time i downloaded it most of it but I had to pause but then it got reset again like I downloaded nothing??! my Internet quota is limited and I already wasted 25% of it because of this crap

Typically this happens for a number of reasons.

It can be some sort of corruption with your download. In which case, go to Steam Settings and clear your download cache.

If it still persists, it can be either you have not enough space on your drive or some other similar issue with the drive. You can either try pointing the download to another drive or making space. Do note that Valve recommend you use NO MORE than about 90% of the intended drive space. A lot of people overlook that.
