This tends to result in traffic being diverted through another server AND still working itself - so you get TWO messages. One through it and one through where it's diverted.
Again all you can do is wait and it usually fixes itself.
The thing is, I never experienced this before. No big deal either way, and I dunno if it was just a coincidence, but restarting Steam helped for a while. You're most probably right, though. Definitely some server quirkiness happening on Valve's end.
It's just how servers and networks work.
When you have a load of links in a chain before it gets to your end, it quite often happens where a server will have issues. And instead of fully breaking and either not responding or reporting to other servers not to route through it, they will kind of do this weird limbo where they'll partly report or divert (or not respond in time) but carry on working so you end getting the data via them, AND the server it's redirected through.
I've had it a few times over the years, on Steam and in other places. It was a pain in the arse once when it happened on Facebook as they didn't get to it for days.

I confirm, even if I didn't write anything.
IMO, the client should at least remember which popup it recently displayed anyway.
Disregarding the issue in this topic, when one of my contact has trouble with a game not running properly or with internet connection, I don't need a thousand popups telling me that xXxNarutoSasukexXx started a game of Rimworld. One is enough.
