You can try clearing the web browser cache under Steam Settings, then restart Steam and see if it fixes it.
If it doesn't, then you can always do the "fix all" - go to your steam install folder and delete everything EXCEPT the steamapps folder (where your games are), and steam.exe.
Then run that steam.exe and it will reacquire all the needed files again.
That usually fixes difficult to track down wonkiness.
It's an issue with Family View that cropped up two weeks ago.
Disable it completely, restart Steam and you can enable it again. Then, the page should load correctly.
ED: As suggested, I turned off Family View in a browser and it fixed the problem.
