* Use a common browser
* Use a common operating system (Windows, any Linux derivative, MacOS)
* Clear your cookies before attempting again, if necessary wait another day or even a week.
* (Temporarily) accept cookies
* Don't use a root server's IP address (don't use a VPN or a proxy, would contravene the SSA anyway)
* Don't act in a predictable pattern, act human (if you think you are caught in a CAPTCHA loop, change your behaviour and try at a different time with a different set of indicators, do not actually try to solve the CAPTCHAs flawlessly, this makes you even more suspicious)
Its been a while since I have seen Steam's captcha, but instead of the images there may be a link to use the old-style 'type these letters and numbers' captcha. If that isn't available try logging out completely before trying again.
If you were to use another device and another network (like using your phone on mobile data), you'll likely find there's no issue.
