invalid captcha everytime

tried recovering my old account 2 weeks ago with no success, tried it again today captcha fails everytime, its impossible to complete

Stop looking like a ♥♥♥:
* Use a common browser
* Use a common operating system (Windows, any Linux derivative, MacOS)
* Clear your cookies before attempting again, if necessary wait another day or even a week.
* (Temporarily) accept cookies
* Don't use a root server's IP address (don't use a VPN or a proxy, would contravene the SSA anyway)
* Don't act in a predictable pattern, act human (if you think you are caught in a CAPTCHA loop, change your behaviour and try at a different time with a different set of indicators, do not actually try to solve the CAPTCHAs flawlessly, this makes you even more suspicious)

Its been a while since I have seen Steam's captcha, but instead of the images there may be a link to use the old-style 'type these letters and numbers' captcha. If that isn't available try logging out completely before trying again.

The issue will be with your device. You probably have some sort of security software installed, or some sort of "cleaner" suite, or privacy software, firewall, VPN etc. Something's blocking or deleting cookies which is preventing it from working.
If you were to use another device and another network (like using your phone on mobile data), you'll likely find there's no issue.
