how to restore games without back up ?

i just reinstall my windows , is there anyway to restore my games without back up just with games folders ?

In the event that you don't have these (in case it comes up as an issue with someone else) one can always re-download the game(s) at any time. A back-up is not needed as they are tied to the account, not the computer. If Steam Cloud is enabled, one even get most their saves (most, since not all games support cloud saves).
