Report a translation problem
Not all USB-C cables (or indeed any cable, but epecially C) are the same. USB-C cables have small chips in that mderate and read the power required, basically.
If you are able to get a picture when there's no power going through it, but not when there is, this would suggest it's unable to handle this power delivery and shuts down to prevent damage.
Simple solution - try better cables.
I would also refer to the Dock FAQ
No I am not, but its not some generic USB-C Cable, it is the official PSU provided with the Dock, and I Don't think it is broken as it will charge the deck independent of the Dock, and charges it with the dock, there is just no picture on the TV unless it is in Desktop Mode, but in Big Picture Mode, Nothing. Note in case it was Unclear, this is not a Generic Dock, this is the Official Valve One.
Edit: Satoru's Link seemed to do the Trick (fingers crossed on it continuing to work)
It is the official PSU provided with the Dock, and I Don't think it is broken as it will charge the deck independent of the Dock, Also how do you account for it working in Desktop mode but not Big Picture. Note in case it was Unclear, this is not a Generic Dock, I go this one Directly from Valve at the Same time that I got the Deck.
