there is no difference when buying games if the money comes from the wallet or an outside payment.

you cannot use an outside payment if you are buying from the steam market, it only uses the steam wallet.

You can use steam wallet codes at many places to buy the gift card. Most are found are places like walmart, target, even best buy, and most gas station locations. This is in case people do not want to play with credit or debit card.
