If you're not getting a response at all, it's a very good sign that your account is compromised and someone else has access to it besides you and they are closing your support requests in an attempt to keep you from contacting them. If this is the case, follow these steps to resecure your account. Once completed, submit a new refund request.
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)
If I could show the screenshot here I would. I'm being blatantly ignored by the support staff and there is zero explanation as to why.

What you've described is literally sign of compromised account. Even if their answer is negative, Support always respond to you.
Support ALWAYS responds. If your tickets are being closed without response, it means someone else besides you has access to your account. They are using your account to close to the tickets. It's not Support closing the tickets.
I'm sure you're confident about your security measures, but something went awry. Take action.
You were given an explanation in post #2 that Steam Support always replies and as the tickets are being closed your account IS compromised, therefore follow all the steps listed and then re-submit the refund request.
I use the paid version of Spybot Search & Destroy and it works great.
You keep saying support ALWAYS responds and i'm here to tell you that no, no they don't. It does NOT mean that someone else has access to my account so I'm not sure why you keep saying that. I've already done everything that you listed in your original comment. Will it let me post a link in this thread? I can upload a screenshot of every single request so you can see what I'm talking about, because unfortunately you are wrong here

However that OP did have an API key but the answer is still the same and has been here for years. You should at least take the advice of those trying to help.
If your tickets get closed without a reply, it means that your account is surely compromised. We have seen this many times.
Support will never just close tickets without a reply. Even in a case where they have answered you on the same topic many times, they will reply with something to the tune of "we now will consider this matter closed and address it no further in any replies".
See how everyone is saying the same thing ? Don't take our word for it. Use the forum search and see for yourself.
These are the messages you get from Steam Support.
1) Your refund request has been received!
2) Your purchase has been refunded
(You will also get a warning if you are refunding too much. I do not know the exact wording).
Other messages:

4) Thank you for activating your product on Steam!
5) Thank you for your Community Market purchase
6) Steam Guard Mobile Authenticator added

Steam Support always replies, even if it to end the conversation because they can no longer help. Steam Support does not auto close refund requests, a scammer can, after all you are not closing them.
How does a scammer have access to an account? because the end user gave away all their account details. The account name, the password and the KEY to the door, the Steam Guard Mobile code giving them access to your account.
How? by either logging into a known scam site or sites, tailored malware on your PC, the vote for my team scam, you have a pending ban scam on discord, free knife click the link etc.
How does Steam (a program) know it is not you when all the account details are correct? It doesn't.
The alternative is not plausible:
1) Someone would have to "GUESS" your account name from "millions of possible combinations".
2) Next they would have to "GUESS" your password from "millions of possible combinations" and then match it to your account name with "millions of possible combinations".
3) And finally they would have to "GUESS" the Steam Guard Mobile code "which changes every 30 seconds" to match both your account name and password to then have access your account.
Bro I completely 10,000,000,000% believe every word you're saying but I'm telling you brother I have done every single step that people in this thread have suggested and it's still doing the exact same thing. I sincerely wish I could show you what I am talking about because I swear man i've tried everything and it still does what I'm saying. I even tried making a purchase on CSGO market just buying a key from a weekly case or whatever and it worked fine and I received an email from steam about that. But for some reason every single damn support request I submit is open for a bit and then it just gets closed. There's an entire wall of it on my support request history.
It's not that we don't believe you, but what you are describing does not make sense and it still could be a hijacker closing your tickets.
Think about it. The hijacker would not care about you making a purchase such as you what you said, so of course that would work :
HOWEVER, if you tried to get help from Steam Support to, for example, try to recover your hijacked account, then a hijacker WOULD care about that, because that would get in their way of being in control of your account, so they would close the tickets without a reply.
MAKE SURE you edit out/cover up your real account name from any posts of Support history or images you make, so that your real account name cannot be seen.

I will also add, in case it matters, that if you made the original refund request within 24 hours of the original purchase, then your money never really went anywhere :

However, you still should be able to see some activity from the refund request that reflects that it was taken care of.
