Yes. Many "used" to go on sale that low and some still do today.

I've set it to USD; you can change it to Euro or add more filters on the right. Don't forget that the page doesn't auto-refresh; you need to click on "reload with new filters".
Note that I have removed the default filters -- the above does not require a minimum amount of reviews, or a minimum score. Their default setting includes both.
Well, you can't do that on Steam anymore. A while back, Steam has introduced a minimum price for games, which actually applies to the games. One would expect that it applies to actual transactions -- so you could buy a $0.19 game via wallet credit, or as part of a larger purchase, but that's not how it's implemented.
This limit is $0.99, or $0.49 for sales. So, unless Steam fixes their system, even if you can find a $0.19 game in the Steam store, you wouldn't be able to actually buy it...
