You should be able to remove them from there.
If they own the game, it shouldn't be family shared as it is, so there may be some other issue going on.

You should all use it when multiple people are using sharing for multiple accounts and own the same game that is being shared on multiple accounts.
Exit Steam, go into the Steam installation folder, into the "config" folder, delete the config.vdf, restart Steam.
Thats it.
Just be aware that gets rid of ALL currently setup Family Share connections, in both directions.
Those you receive and those you share yourself.
And installed games will still appear as so.
A1 is you, B1 is your friend.
If A1 playing A1 own games, and B1 player B1 own games there no issue.
If A1 Playing A1 own games, and B1 want to play A1 games there be pop up to B1 that A1 currently is playing, and have to wait until A1 finish playing, this work vice versa as well.
If A1 Playing B1 own games, and B1 want to play B1 games there be pop up to A1 that B1 currently is playing and A1 will be auto kick from game in 5 mins, and then have to wait until B1 finish playing, this work vice versa as well.
Hope this clears any misunderstandings.
Lastly if you just recently bought the said game so dont have to family share for anymore, the issue can happen due to DLC that you don't own that your friend has, also works vice versa, as family share allow DLC as well. Now if it not DLC issue then likely client issue, and just have to relaunch the client, or restart the PC to refresh thing so it knows you own your own copy, and not family sharing said copy of the game.
Yeah, it could not hurt. Something on your friends side sends out a signal that he is playing your game currently.

Hey, I deleted config.vdf on both my PC and my friend's. We're trying to play Fallout 76 together, he is still somehow using my library even though we have revoked it on both sides and deleted the file, restarted computers; still sharing somehow? :( Running out of idea on how to fix this
Yes, on both pc's.
Removed all game files in app data and documents on their pc.
Removed him as a friend
Still sharing libraries.
Should we try reinstalling steam?
I submitted a ticket but I donno how long that will take, I've never had to reach out to support for steam.

If yes then what to do next is go to where steam installed, move Steamapp folder out of Steam folder so it doesn't get deleted when you uninstall Steam.

Yes revoked access on both PC's, "no computer has been authorized for family library management yet"
Thanks for the tip I'll be sure to save steam apps folder, but ido worry there might be something in that folder causing the problem.
