Support may not like it but getting charged the wrong state tax and have it go to them and not your state is not good for you either.
Steam will go by the billing address as that is verified by the bank.
Valve knows IP addresses are not always accurate.
If Valve knows that IP addresses are not always accurate, then why do they have a section in the SSA that specifically discusses punishing people for misrepresenting where their IP address says they are?
Do not use vpn to pretend you are somewhere else.
There is a complete difference between a standard IP address which can show a variance and a VPN whose sole purpose is to bounce around the globe and show you in a different country.
The only thing the SSA forbids is using a VPN to mask your COUNTRY of origin.
That is only a factor if trying to bypass regional restrictions and prices. Typically people who do that are not using a credit/debit card, but a Steam Wallet card or some other means of payment as well.
Also different US states, Canadian provinces because taxes.
Hilariously in the USA you can literally cross a street and pay more sales tax in the same state
In Chicago the convergence of Cook county, Lake county and 'everything else' means you can go to the T-intersection of W County Line Road and Ridge Road, and each section of the T-intersection pays different sales tax
