It is not a "transfer my points to someone else" option. It is there just to give them an award, a sticker on their post/profile, and additionally some bonus points.
From the Points Shop about the Community Awards:
Use your points to emphasize reviews, profiles, discussion board posts, and User-Generated Content on Steam with an Award. The Award will appear for all to see and also give the contributor a tip of 100 Points or more.
It's partly to stop bad actors.
If you've been on Steam any time, you'll jknow of the many times people have scammed or exploited Steam in various ways - from the coal incident one Winter Sale which emptied the prize pool of free games early to wrecking other meta games.
Valve also want to depserately avoid things like money laundering because that's a legal headache they do not need.
So they instigate things like this to make it counter-productive to move points because if they exist, people will try to earn money from them.
Sadly, that's why.
And yes, other paltforms do similar.
For what it's worth I agree though there MIGHT be a reason for it. I don't have all the info so I'll reserve judgemtn.
