That tends to clear up a few weird bits of behaviour.
If it still persists, you can always go to your Steam installation folder, and delte EVERYTHING EXCEPT steam.exe and the contents of your steamapps folder (as your games are there).
Then run steam.exe and it will automatically reacquire all the files it needs and should fix a load of issues with corruption.
For the future, try to mitigate issues like this by ensuring you close Steam properly BEFORE you close down your PC, and try not to use sleep mode as it can sometimes cause issues.
I will note that the most heavily modded game I play (Baldurs Gate 3) is not having this issue
If you can't do this, close your system down. That fixes it too.
