So they do not do it any more - all you can do is HIDE the game.
As for Rockstars end if it won't accept the key there then you don't need to remove it as it isn't there.
So you can't do anything except hide the game under Steam settings.
The license is tied to your account, support can not remove it and even if they could, you wouldn't be able to purchase it again. It will just tell you to restore the removed game.

If you just got a key for the game then its not for Steam, all retail copies of GTA V that come with a activation key are ONLY for the Rockstar Social Club client.
I see that on your profile you have 300+ hours in GTA V on Steam , meaning you have a legit Steam copy. All you need to do is login into the correct Rockstar Social Club account that you first used when playing that copy on Steam.
Did your old Social Club account get banned or something? That seems to me the only logical reason you are trying to activate another copy.
But like already said by others, that will not work. In that case you need to create a new Steam account and buy it again on there or on a new Rockstar Social Club account outside of Steam.

This is one of the big problems with digitally distributed games, sadly. Ring-fencing.
