Using Steam Mobile Authenticator on PC
Is there any possibility to use some program for receiving the 2FA codes from steam?

I know about SDA, but it doesn't work for me anymore. Is there any safe alternative to that?

There is no safe way. Anything other then the official authenticator on a mobile device is a risk.

You can try an Android Emulator, such as Bluestacks, and download the authenticator app, but it may still require a phone that can receive sms messages to set up.
