So if you indeed only have 2.3 Ghz, I would say you cannot use that software on that computer.
Posting the exact CPU may be best to give a more definite answer here, though.

And in that case, you may fit the requirements of the game, as long as you meet the rest of the requirements of course.
So where are you getting the information that the max frequency is in fact 2.3 and not 2.6 ?
Did you upgrade to Windows 10 on that computer ?
It seems to be maybe a bit of an older computer so that is why I am asking. That may be related to how Windows is reporting your CPU speed in control panel->system. as in the BIOS possible issue of changing to a different OS than what you had previously.
Post the exact model of that Dell computer, including the model number EXACTLY, please.
