Report a translation problem
In My Computer, right click the drive you're trying to install the game onto(likely where Steam's installed), click properties > Tools tab, and you should see Error Checking, click check and tick Automatically fix errors, and attempt to recover bad sectors.
Be aware it'll take a long time, likely a good few hours so prepare the time, you don't want to interupt it either.
After that, verify your games integrity and try it. If it still comes up with a problem you should try running the game from a different HDD, you can move your Steam directory to another drive to see if that has an affect.

How much free space is left on the drive and what is the total size of the drive ?
Also, see this, about the "tiny strange file"...just in case that can help, but since you mentioned having the issue with other games, it probably is not the case for you.

I actually got the game to download, though it's going very slow. It swaps between finishing in 150 days to 2 hours. I'm afraid to try anything in case I can't get it to start again.

EDIT....You said that you got another game to download earlier today with a bit of difficulty. So what "difficulty" are you talking about with that other game ?
In short, did you also get the disk read or write error when downloading THAT other game in addition to this game, Hyperdimension Neptunia Re;Birth2.?
Starting to sound like a downloading issue rather that an actual disk issue here but not sure yet...
This is the first time in moths that I have been able to get Steam to even try to download anything. It struggles no matter what server I switch to and it doesn't matter whether I'm attempting to download an entire game or simply an update. It just doesn't want to do it.
See, this is helpful information. Now this surely sounds like you have other things going on there, especially since you said you have had a problem with Steam for a long time.
Post your exact operating system, and if you have 64 or 32 bit.
If you have upgraded to Windows 10 by chance, did you check to be sure you could run that OS and did you get the proper drivers for your system also installed for that OS ?
You can also boot your PC into safe mode with networking and use your Steam account in that boot in order to make it much easier to troubleshoot issues you have with downloading games.
IF you are using a router, don't. Use ethernet only and bypass the router.

I haven't upgraded to Windows 10; I'm still running on Windows 8. Also, I looked up how to boot in safe mode with networking, but my computer won't let me. When I go to restart it says it has to update before giving me any of the needed options, but the updates never finish.
Forget the disk write error for now, as you have other more important issues there to deal with, according to what you just posted. Not being able to update Windows ???
This is getting a bit off topic for this forum, really, as there is too much that you need to do there before saying your issue is with Steam itself.
