SKY ISP throttling steam downoad speed.
Everytime I download a game I have a continuous speed at 1.1mb peak everytime I download a game 24/7. This is at two different addresses. I am currently downloading a quite large game. I just bought two copys of a game I am currently downloading one and my friend is also downloading a copy, hes downloading using virgin his speed is at 17mb/s. so I am not expecting to match his speed or anything of the sort, so to confirm with the sky team I rang up got talking to a customer representative and he informed me that steam is not being throttled and it is likely done by the steam. So I doubled check mine and my friends download region exactly the same.
So this is my three uneducated ideas
1) Sky is lying and they are throttling steam downloads.
2) Steam hates sky and their customers and are throttling these people specifcally.
3) Unknown PC setting or hardware issue.

TLDR) It seems sky maybe throttling my download speed on sky. came to three conclusions that may fit any suggestions or people suffering the same issues.

Could be over subscription in your area causing it, not necessarily throttling. I remember reading a few articles about that problem with Sky a while back.

So I assume Sky is using bandwidth to stream movies at the same time as you download something from Steam?

Streaming movies is real-time and therefore normally is giving first priority. However, you are complaining that it's slowing down your downloads (something not real-time)?

Look under your router admin page for QoS (Quality of Service). See if it's enabled or not. Consider using that to increase ports / apps / games priority over each other.

Normally that is a router feature used to allow online gaming priority over download over web-browsing over email send/receive, for example... you would want the real-time content first to prevent it choking or stop to buffer to view it at a continuous rate.

Also remember, you just XXX amount of bandwidth to share across every device in the house.

Use Speedtest.net to check internet upload/download rates and smoothness.

You've not stated what speed that your ISP is advertising that you should be getting; additionally, it should also be taken in to consideration that it is "up to", not guaranteed.

Most likely, this. What the good fauxtronic said is exactly correct, if you are using a router in fact.

You can also test this by booting into safe mode with networking and log in and try to download the game, after bypassing the router if you use one. There may be a new software conflict that was not seen before, such as some listed here...

For example, Skype can maybe cause download issues, among other programs. Consider anything that runs in the background as suspect. That is why safe mode with networking can maybe help to troubleshoot the issue, as those programs don't run in that boot.
