Still didnt work. Ive tried every suggestion in this thread. The only way to get an icon to appear is to manually associate the original exe icon from steam to the url file.
i cant gt steam to create a new url icon with the proper image attached.

Icon files for your games are stored in ..\Steam\steam\games
(WEIRD FOLDER I know; there's actually an "steam" subfolder on your MAIN Steam folder)
If you reinstall Steam onto a "clean" new Steam folder, you need to copy the icons from the old Steam folder to the new Steam folder.
Otherwise you will need to "Verify Integrity" of each installed game to get the .ico back into the "games" folder.
Then you need to delete and re-create the desktop icons so they get the new .ico "applied"
Desktop icons for Steam games are basically "internet links" (.url files) they get an icon assigned when they are created

Go to default apps --> Choose default applications by file type --> .url --> Internet Browser
icon is there and view them, so OS while learn again the .ico file steam has lost.
i had to restore folder after after a clean up, cant say you need the cache.
problem is if you already have delete that folder then, no icon is there.
ps.
what prevent people to make backup of steam with no steamapps folder added.
even some games and userdata, artwork is part of this now.
this seem to be a most to do before wipe steam as clean install.
just wait to people lost all own created things steam dont have and is store only as local pc.
Steam automatically makes .URL files and the tool listed below converts those files to .LNK files.
This automatically fixed the game icons.

What you basically do is extract the .zip file and then drag all the Steam shortcuts that don't work into the .exe of the extracted folder.
