Failed to load webpage(unknown error) error -130
My steam always gives this error. I can only see my library and play games. I cant add friends but other people can add me. I can see my friends list though. I can also download games by launching steam via a browser(chrome). I already tried disabling proxies but it didnt help. I uninstalled and reinstalled steam too. Nothing in other forums works.

Try to turn off the firewall and see if that helps (just to see if that is the problem)

Try again by restarting your router and steam.

Ok then try to port forward the Steam ports:

i have a slow internet connection and i have encountered many times 'failed to load webpage error' specially during steam sales (summer 2014, holiday 2013).
i can't remember if it's the same 'error -130' the OP had observed.

do you have an internet download manager working in the background that 'grabs' all the internet bandwidth?

if steam game client is not yet added to firewall exception:
this is how it looks in windows 8.1 (should be similar if you're using windows 7):
Control Panel\System and Security\Windows Firewall\Allowed apps
click 'change settings'.
click 'allow another app'.
browse for steam game client directory and add it to allowed program.

if you are using a third-party firewall (not built-in windows firewall), add steam game client to firewall.
(scan with antivirus/antimalware first any program you add to firewall exception)

o..k..
Try to refresh Steam files:

ok, just have the error -150, different from the OP's error -130.
i refreshed my steam game client thru clicking another button on the top menu and the error disappeared.
(store, library, community, my account name)
Even refreshing steam didnt work. Guess I have to contact steam support.
Update: Out of the blue, my steam starts to work again!!!! I didnt delete the entries in port fowarding, so I'm not sure what caused it to work. Thank you for your time!!

ok if it happens again try the last thing to manually set your DNS not sure if it will help but worth a try (if you do try 8.8.8.8 and second 8.8.4.4)

Any way hope it just works for you
My DNS was already manually set. Thanks anyway.
Ok, now the problem recurred again. No idea why this is happening.

Were are you at by the way? also is every thing else on the web works?
I live in India. Yes,everything else on the net works. It cant be a bandwidth issue as I have a bandwidth of 4 mbps.
