Should have thought about that before closing a contract with Valve giving your consent to lose the access to your library once you don't meet the minimum system requirements anymore.
This is all all covered in the SSA which you agreed to when you created your account.

Keep in mind Valve is not the only company dropping support. Others have already or will be soon.
You agreed to such changes when you made the account and with every purchase.
There is no legacy client. Best you can do if you want to stay on Windows 7/8 is run Steam in off-line mode with out internet connection, so it will not update.
Other then that, upgrade to Windows 10+ or switch to a version of Linux.
