What monitor are you using?
What is your refresh rate actually set to? If it got switched to 60hz that might explain the behavior, somewhat.

Seems to be related to scaling from your other post.
Maybe it doesn't detect the FPS limitation setting properly or something.
60FPS is good though. It should give you a smooth experience in game. Unless you play FPS PvP games where you absolutely need to see things as soon as possible, I don't see much of an issue.
(but if that is the case you also want a Fast Reacting monitor (1ms or less), since now its about update delay and your ability to predict where things are going and when to react).
Anyway, also try running things in WIndowed Mode and see if the FPS of the window frame is higher than 60
Some games have a build in FPS limit of 60 (due to them being playstation ports for example)
you'll need to try a couple of games basically.
There is luckily the option of going Borderless Windowed mode, which would basically be full screen, but still render the rest of the OS behind it.
It does sound like it has to do with whatever settings in the driver or software directly linked to the game; or the game itself.
Full Screen should normally give you the most FPS.
I recommend looking at all of the settings related to it, including power saving mode (make sure its not turned on) and even your own monitor (if it has special software)
It's not the OS at least, nor your processor (otherwise windowed mode would also lock FPS)
It's very specifically whatever affects Full Screen mode;
and that also means it cannot be any scaling setting (which is for windowed mode)
So we have that hint at least.
I'm currently clueless as to what it can be unfortunately. I may post again if I have an idea about what could be causing this.
