You have an Intel Gen 12 processor, with Performance Cores and Efficiency Cores in my guess
and you're also running Windows 11.
it's a combination that has a little bug.
When you do not keep the steam download window as the window in focus, the active window, etc, then... windows decides to drop the list of performance cores to zero, making Steam only run on efficiency cores.
and these cores are too slow to keep up with your downloading speed. This is a known windows 11 specific bug.
In order to confirm this theory, you will need to use Task Manager or something to look at all of your processing cores and threads and see what happens.

I do have it on my main window and nothing else is going on but it still goes only 2.2 mbps for some reason. I even changed my download region from St. Louis to Dallas and nothing changed.

only here on steam, it is pain in de ass :D 11MB/s max.
It must be 100MB/s...
cleared the download cache. installed fresh win 11 and steam. prioritized steam in windows. nothing worked
